Hearing mixed things about Buenos Aires lately regarding safety and the impact of inflation (especially the 'blue dollar' rate).

For anyone there now or recently: How is the general safety situation for foreigners in areas like Palermo or Recoleta? Is it still relatively affordable using the blue rate, or has inflation caught up? How easy is it to access/use the blue rate?
