The first stay is 24 months on time limitation only, with no other condition of stay, so employment can be taken up or changed and a business can be started without prior approval. A job offer is not required at entry. An extension normally requires an offer of employment at a level commonly taken by degree holders, paid at market level, or proof of a business the entrant has established or joined. Standard extensions then follow a 3-3 year pattern. Someone already permitted to stay for at least two years, with assessable income for salaries tax of at least HK$2 million in the previous year of assessment, can be considered for a six-year extension under the top-tier stream. That income test is not an entry requirement.
The normal education test is a first degree. Technical qualifications, professional ability or documented experience can be accepted in special circumstances. The applicant must be proficient in written and spoken Chinese (Putonghua or Cantonese) or English. There is no published savings figure, only enough means to live without public funds. Nationals of Afghanistan, Cuba and the Democratic People's Republic of Korea are excluded.
Fees are the specified-scheme charges: HK$600 to apply and HK$1,300 to issue a visa for a stay over 180 days, HK$1,900 a person, about USD 242 at USD 1 = HKD 7.8476 on 9 October 2026. Right of abode is seven years of ordinary residence. Chinese naturalisation is discretionary and requires giving up foreign nationality. Knowledge of Chinese is a factor in naturalisation and no proficiency level is published. No initial processing time is published. An extension is normally finished in two to three weeks. No day-count stay rule is published. The qualifying ancestor is a parent, so the generation limit is one.
