Ten-year investor occupation permit for an innovative project, with no minimum capital. The project is approved by the Economic Development Board or the founder registers with an incubator accredited by the Mauritius Research and Innovation Council. A filing fee of USD 50 is charged up front, and the permit fee after approval is USD 1,000.
This is option 2 of the investor occupation permit, not the USD 100,000 route. The business plan must show research and development of at least 20 percent of operating expenditure during the research phase. An annual progress report is due within three months after the end of the first year. By the end of the fifth year a development report must show that the project has reached a minimum viable product. The public page says renewal follows conditions set by the chief executive. It does not restate the USD 100,000 investor's turnover test. The published permanent-residence test for an investor occupation permit is five years, with turnover of MUR 15 million a year or MUR 75 million in total. The innovator page does not say whether that turnover test applies here. Family, medical, five-working-day, tax and citizenship rules match the investor occupation permit. There is no published minimum stay.
