Two-year, renewable, multi-entry visa for a non-citizen who undertakes to invest at least USD 1 million in a qualifying Mauritian sector within 12 months. The spouse and children are included. There is no processing fee. After the investment, the holder may apply for a permanent residence permit.

The August 2026 Economic Development Board guidelines are the operating rules. Qualifying sectors are financial services, fintech, ICT, tourism and hospitality, manufacturing, healthcare and wellness, education, renewable energy, the blue economy, innovative or knowledge-based activities, and creative industries. The initial source of income must be outside Mauritius. The file needs a business plan, travel and health insurance, and proof of accommodation. A complete application is processed within five working days. The visa does not itself authorise local employment. Working or retiring on a residence permit means a separate occupation permit or retired non-citizen permit. Domestic workers can use a five-working-day work-permit route. That work-permit application fee is MUR 700 and is not a dependent fee. The guidelines say income earned and taxed abroad is not taxed in Mauritius, a remittance may be taxed unless foreign tax was already paid, and spending on a foreign card is not a remittance. The ordinary residence bands still apply to taxable income. No child age is published. Parents are not listed. The one year stored for permanent residence is the 12-month investment window, not a residence test. The permit is not automatic. Ordinary naturalisation remains the six-year alien path, and an investment of at least USD 500,000 can be put to the Minister as a reason to accept two years. The USD 1 million is already in dollars, so no conversion is stored.
