Cabinet Decision No. 28 of 2020, article 7, gives the owner or usufructuary at this value the privileges prescribed for permanent-residency card holders in healthcare, education and investment. Law No. 10 of 2018, articles 6 and 8, are those privileges: treatment and education in government institutions on conditions set by the Council of Ministers, and investment without a Qatari partner in economic sectors the Council designates, through a company formed under the commercial-companies law. Article 7 of Law No. 10 extends the card holder's residence, health and education privileges to a spouse and to children until 18, with a ministerial exception for sons still at university until 25 and for unmarried daughters. The real-estate permit itself remains five years under Decree-Law No. 23 of 2019 and renews while the property is kept. Law No. 10's own route (20 years of legal residence, or 10 if born in Qatar, Arabic, and a cap of 100 people a year) is a different status and is not granted by the purchase. The lower threshold without these privileges is `qatar-property-residency`. Sale registration is 0.25% of value. QAR 3,650,000 is the figure the government equates to USD 1,000,000. At the Qatar Central Bank peg of QAR 3.64 per USD it is about USD 1,002,747, inside the 10% band, so the stored dollar figure is unchanged.
