Residence for a foreigner who is retired from active life and receives at least B/.850 a month, solely from interest on a fixed deposit at Banco Nacional de Panamá or Caja de Ahorros. The deposit runs at least five years and the interest must be free of liens. The permit is issued for five years and can be extended for five more. The balboa is at par with the US dollar.

Decree 320, article 196, as restated by Decree 26 of 2 March 2009, sets the B/.850 test and calls the qualifying stay a temporary rentista permit. Article 199 then calls the rentista permit a permanent residence, granted for five years and extendable for the same term on the same documents, without a new criminal record. A consulate may receive the filing. Withdrawing the deposit after the first five years, or breaking Ley 9 of 1987, ends the incentives in that law. Ley 9, article 7, still prints B/.750 a month, and only at Banco Nacional, as the test for the import and vehicle incentives. The migration article is the later and higher figure, and it also allows Caja de Ahorros. The principal that produces B/.850 a month is not fixed in the law, because it depends on the interest rate. There is no separate investment minimum to store. The Migration Service checklist does not charge the B/.250 filing fee or the B/.800 repatriation deposit. Ley 9, article 2(3), waives migration deposits and charges for this visa, and article 6 prohibits work except the same three cases that apply to pensionados. A child shown on the checklist who is over 18 and under 25 must be single and studying. Naturalization follows the ordinary five-year rule and requires a permanent-resident card and renunciation of the existing nationality.
