Sponsor-free permanent residence for a one-time fee of SAR 800,000. The applicant must be at least 21 and show financial capability, a clear criminal record, and a medical report. There is no investment minimum. Investor, real estate, and entrepreneur routes are separate products.
The Center calls this Unlimited Duration Premium Residency. The fee is SAR 800,000 paid once, about USD 213,333 at the SAR 3.75 peg. Family cards do not carry that fee. Health insurance must cover the holder and family for the term of the permit. The service target is 90 business days to decide the application, then 15 working days to issue the permit after payment. Payment is due within 30 days of approval. Holders may work in the private sector and move employers without the expatriate fee, run a business under the Investment Law, and own property. Ownership in Mecca and Medina is not part of this right; usufruct there cannot exceed 99 years. Professions reserved for Saudis are excluded. Parents count as family only if they do not work in the Kingdom. Children with special needs and unmarried daughters over 25 may remain registered under the holder. There is no personal income tax on employment. A non-Saudi who carries on a business is taxed at 20% on Saudi-source business income. The permit publishes no citizenship timeline.
