Average income of at least USD 40,000 is accepted with a master's degree or higher in science and technology, or with expertise in the Thailand role. Applicants employed by Thai public universities, public research or training institutes, or other public agencies are exempt from the income floor. A retired science and technology professional may use pre-retirement income of at least USD 40,000. The employer may be a Thai or foreign company, a university, a research centre, a training institute, or a government agency, and the work must sit in the targeted-industry list in BOI Announcement Por. 3/2568. Health cover is USD 50,000, Thai social security, or a USD 100,000 deposit held 12 months. The digital work permit is a separate step at THB 3,000 a year. The holder may work while that request is pending. Issuance in Thailand is THB 50,000 a person, about USD 1,491 at 33.53 baht per dollar on 9 October 2026. Royal Decree No. 743 section 5's foreign-income exemption names Wealthy Global Citizens, Wealthy Pensioners and Work-from-Thailand Professionals, not this category. The 17 percent rate is withholding on employment income from a company in a targeted industry, and only when the ordinary withholding rate would be higher.
