Temporary residence under Ley 6984/2022 for a foreigner who enters Paraguay to settle and carry out a lawful activity. The card lasts up to two years and may be extended once for the same period. Permanent residence is the next step, requested near the end of the temporary card. The temporary checklist sets no income, savings or investment amount.
The cash fee from 1 July 2026 is Gs. 2,926,925 (25 jornales under Decreto 6225/2026 and Resolución DNM 478/2026), about USD 514 at the Banco Central reference rate of Gs. 5,694.47 per USD on 9 October 2026. The extension is Gs. 1,287,847 (about USD 226). Permanent residence, including the change of category, is the same Gs. 2,926,925. There is no reduced dependent tariff. A radicación certificate is Gs. 234,154 and the article 87 overstay fine is Gs. 702,462. While the temporary application is pending, precaria status allows exit, re-entry, study and work. The identity card matches the residence term. The published filing is in person at Migraciones and requires proof of entry. Article 46 also lets the applicant lodge the papers at the Ministry of Foreign Affairs for a consular residence visa. Migraciones still grants or refuses the residence. Permanent residence is indefinite and the card is renewed every 10 years (Gs. 468,308). The change of category is filed in the three months before the temporary card expires, or in the following month with the overstay fine. It requires economic solvency in one of twelve categories, including employment, remote work, a pension, property, shares and dependents. None of those categories prints an amount. Children from 0 to 17 file as Niños, Niñas y Adolescentes and are exempt from solvency. A spouse files a separate residence and, at the permanent stage, can be a dependent if the other spouse provides support. Parents and grandparents can do the same. Temporary residence can be cancelled after more than one continuous year abroad, and permanent residence after more than three, unless Migraciones authorized the absence. There is no day-count presence quota. Naturalization is a separate Supreme Court procedure. The court requires three years of permanent residence counted from the permanent-admission resolution, so the path from this permit is about five years. The judicial fee is Gs. 43,051. IRP under Ley 6380/2019 taxes Paraguayan-source income. Personal-service income above Gs. 80,000,000 gross in the year is taxed at 8 percent up to Gs. 50,000,000 of net income, 9 percent on the next slice to Gs. 150,000,000, and 10 percent above that. Paraguayan-source capital income and capital gains are 8 percent. Income that article 48 treats as foreign-source is outside the tax. Work performed from Paraguay is Paraguayan-source even when the client is abroad. Mercosur temporary residence is a separate two-year card, not extendable, for nationals of Argentina, Brazil, Uruguay, Bolivia, Chile, Peru, Colombia and Ecuador. The cash fee is Gs. 2,341,540 (about USD 411). It is not this record. SUACE investors skip this temporary stage and are a separate program.
