Temporary residence under Article 60a of the Law on Foreigners (Official Gazette of Montenegro 12/18, 3/19, 86/22, 77/24, 3/26 and 33/26). Issued for up to two years and extendable for at most two more. A new permit is possible only six months after the previous one expires. The article has no end date. The government portal still describes a separate attraction programme "until 2025" and was last updated in August 2023. The applicant must work electronically for a company registered outside Montenegro, or for their own company that is not registered in Montenegro, and must prove that registration. Work for a Montenegrin employer is not included. EU citizens are covered by Articles 150 to 178b instead, unless a provision expressly applies the general rules to them. Close family can join: a spouse, their minor children, and the children of one spouse and adopted children under 18. The permit can end if the holder is outside Montenegro for more than 30 days (Article 65). File in person at the Ministry of Interior in the place of residence, or electronically through the Ministry's system and then give biometrics within 10 days of entry. Visa-required nationals need a long-stay D visa first. A complete application is decided within 40 days. The Ministry rulebook (Official Gazette 131/2022) is in force, but its full text is not on the open gazette site. The Ministry has described the means test as monthly personal income, in the year before the application, of at least three minimum wages. The Labour Law, Article 101, currently sets those net wages at €600 up to qualification level V and €800 at level VI and above. The stored €1,350 is the older approximation and is not confirmed as the figure the Ministry applies. Personal-income-tax exemption for pay or self-employment income from an employer not registered in Montenegro is in Article 32d of the Personal Income Tax Law (consolidation through Official Gazette 88/2024). A stay of more than 183 days in the tax year, or a home or centre of life interests in Montenegro, makes the person tax resident. Montenegro is not in the EU or Schengen. Four years on this permit, then a six-month gap, does not by itself reach the five years of temporary residence required for permanent residence.
