Notes

Articles 69, 70 and 78(4) of the Law on Foreigners, consolidated through Official Gazette 33/26, are the basis. The founder or director does not file a job offer or a diploma. A medical-fitness certificate is still required (Article 69). The permit may be issued to someone older than 66. Within 24 hours of issue the employer must sign an employment contract and register the person for mandatory social insurance (Article 70). A first permit lasts up to one year. For sole owners and owners of more than 51 percent it can keep being renewed, each time for up to one year, while Article 43 is met and taxes and contributions of at least €5,000 in the year have been paid (Articles 70 and 82). Citizens of the EU, Iceland, Liechtenstein, Norway and Switzerland, and family members of EU citizens, do not have to show that €5,000. EU citizens are otherwise covered by Articles 150 to 178b unless a rule expressly includes them (Article 1). A limited-liability company needs at least €1 of share capital (Companies Law, Article 361). A joint-stock company needs €25,000 (Article 137). Neither figure is a residence-investment threshold, so no investment option is stored. A complete application is decided within 15 days (Article 80). File in person at the Ministry, or electronically and then give biometrics within 10 days of entry. The employer may also file (Articles 79 and 79a). The permit ends after more than 30 days outside Montenegro, unless the holder told the police in advance and the absence, for a justified reason, was not longer than 90 days (Article 83). Charges read for a first residence-and-work permit are a €2 request fee and a €60 issuance fee under the 2019 Law on Administrative Fees, Tariffs 1 and 13(7), plus €5 for the card. USD 75 is €67 at the ECB rate of 1.1206 on 9 October 2026. Renewal of the work permit is €30. A joining family member uses the temporary-residence tariff, €47 in the same components, about USD 53. Family, permanent residence, citizenship, language, Schengen and tax follow the same statutes as property residence. Five years of lawful temporary residence can lead to permanent residence (Article 86). Ordinary naturalisation takes ten years and requires release from another citizenship (Citizenship Law, Article 8). A family member who joined a work-residence holder may work after one year (Article 67). The means test that replaces the job offer for a founder was not found in the rulebook, so no income or savings figure is stored.
