Sub-Decree No. 225 took effect on 1 December 2025 and replaced Sub-Decree No. 112. The donation threshold is published in KHR; the USD equivalent in this record uses the National Bank of Cambodia rate of KHR 4,062 per USD on 7 October 2026. The donation must be paid through the Ministry of Economy and Finance and have a clear, lawful source.
