Notes
Article 27(1)(6) of the Immigration Law sets no generation cap and does not require the ancestor to have been a Latvian citizen. Russian and Belarusian citizens are not excluded from this ground. Family members can request a permit for the same term. The statute calls a family member a spouse, a minor child, including a child under guardianship, and a person under guardianship.
Until the Health Care Financing Law is amended, and no later than 1 August 2027, holders of this permit are entitled to state-funded healthcare. The same sunset applies to social services and social benefits. Means of subsistence are the 2026 minimum wage, EUR 780 a month, under the residual rule in Cabinet Regulation No. 225. The document-review fee is EUR 160. USD figures use the ECB reference rate of 8 October 2026, 1 EUR = 1.1186 USD.
Permanent residence still requires five years of continuous stay, A2 Latvian and a culture and history course. Naturalisation is five further years from the permanent residence permit, with a renunciation of another citizenship except for EU, EFTA and NATO countries and Australia, Brazil and New Zealand. The separate exile and ethnic registration routes are citizenship, not this permit.
