Temporary residence permit for a non-EU founder who will develop a scalable, innovative product in a Latvian company. Up to five founders can be approved for one activity, for the same term, and the permit is issued for up to three years. Within three months of the decision the founder must be a board member of a company registered within the previous year.

Article 27(1)(11) of the Immigration Law replaced the old OECD-and-microstate limit. Russian citizens cannot apply. Citizens of countries on the Cabinet list for additional checks cannot apply. Belarusian citizens are not in the statutory ban. There is no prior committee approval. Within 12 months the founder files either proof of an early-stage venture investment at the Startup Law threshold, at least EUR 30,000 or EUR 15,000 depending on the investor type, or a progress report that the product is still being developed. A repeat permit is allowed by article 29, but the company-age test may block a second permit for the same company. Means of subsistence are the 2026 minimum monthly wage, EUR 780. OCMA's English checklist still says EUR 500 and was last updated on 22 April 2022. A child needs EUR 234 a month. The document-review state fee is EUR 160 within 30 days. The card is EUR 45 or EUR 80. USD figures use the ECB reference rate of 8 October 2026, 1 EUR = 1.1186 USD. The permit supports commercial activity as a board member. It is not on the list of unrestricted employment rights. A family member of a person with commercial-activity rights does receive unrestricted employment. The statute does not require a health-insurance policy. Permanent residence, naturalisation and tax treatment match the investment permit: five years to permanent residence with an A2 test, then five years from that permit to naturalisation, and resident tax of 25.5 percent up to EUR 105,300.
