Temporary residence permit for a non-EU founder whom the Innovation Agency has confirmed is building an innovative startup in Lithuania. No minimum capital is set. The permit is issued for two years and may be replaced for three years, five years in all. The company must be registered within 120 days.

Means of subsistence are one 2026 minimum monthly wage, EUR 1,153, for twelve months, EUR 13,836. A child, student, trainee or intern shows half, EUR 576.50 a month. The state fee is EUR 160, or EUR 320 for the urgent procedure, which halves the one-month decision time to 15 days. A person under 16 is exempt. An external-provider service fee is extra. USD figures use the ECB reference rate of 8 October 2026, 1 EUR = 1.1186 USD. At most four foreigners may be participants. The founder notifies the Innovation Agency within seven working days of registration or of joining an existing startup. A founder joining a startup that already exists must become a participant within 60 days. Private health insurance must cover at least EUR 5,792, for the whole stay or at least a year, including emergency care and return for health reasons. Living abroad for more than six months revokes the permit. Long-term residence needs five uninterrupted years; absences of up to six consecutive months and ten months in five years still count, and the state-language and Constitution exams are required. Naturalisation needs ten years of lawful permanent residence, those exams at category I (A2), a legal income, and loss or a written renunciation of any other citizenship.
