Reinstatement of Lithuanian citizenship is available to a person who held Lithuanian citizenship before June 15, 1940, and to that person's children, grandchildren, and great-grandchildren, if they had not acquired Lithuanian citizenship before the Law on Citizenship entered into force. The right is indefinite and does not depend on the applicant's country of residence. Applicants generally must not hold another citizenship; retaining it is allowed only when the applicant also meets an Article 7(2), (3), or (4) exile/departure condition. The route does not impose naturalization residence, language, or civics-test requirements.

The statute calls this reinstatement (Article 9). Eligibility is limited to the applicant or a child, grandchild, or great-grandchild of a person who held Lithuanian citizenship before June 15, 1940; the right is indefinite and applies regardless of residence. Article 9(2) generally requires that applicants not hold another state's citizenship. That renunciation condition does not apply when the applicant meets Article 7(2), (3), or (4), which cover qualifying exiles, people who left Lithuania before March 11, 1990, and their descendants. Article 23 requires an oath after reinstatement. The Migration Department states a 12-month processing period from October 11, 2024. The current state fee for examining a restoration application is EUR 159, effective October 3, 2026. The application_fee_usd estimate uses the ECB reference rate for October 8, 2026 (EUR 1 = USD 1.1186), rounded to USD 178. A separate certificate confirming the right to reinstate citizenship currently costs EUR 116; that optional certificate charge is not included in the USD estimate.
