Temporary residence permit for a foreigner of Lithuanian origin, issued for five years on a document confirming that origin. Permanent residence is a separate ground with no prior five-year stay and no language exam. The permit does not grant citizenship.
Lithuanian origin means a parent or grandparent, or one of them, is or was Lithuanian, and the applicant declares in writing that they consider themselves Lithuanian. The authorised institution issues the confirming document. Subsistence, private health insurance, the accommodation undertaking and the travel-history list are waived for this permit and for permanent residence on the same ground, and for family members. The state fee for the temporary permit is also waived for the applicant and for family members. The ordinary decision takes up to three months, halved if urgent. Article 40 allows the temporary permit to be changed. Article 42 states only that it is issued for five years. A permanent-residence card on this ground is issued and renewed for five years. Living abroad for more than six months revokes the temporary permit. A person of origin who has never held Lithuanian citizenship may be granted it by the simplified procedure only if they are not a citizen of another state, with no residence period and without the naturalisation exams. Ordinary naturalisation remains ten years, category I Lithuanian (A2), and a renunciation. A related five-year temporary permit exists for a person who already has the right to restore Lithuanian citizenship; that route belongs with citizenship restoration.
