Notes
This is article 27(1)(9) of the Immigration Law, not the equity investment in article 27(1)(10). There is no EUR 10,000 budget payment. Russian citizens cannot apply. Belarusian citizens are not in that ban. The permit gives the right to carry on commercial activity. It is not unrestricted employment. A tax debt above EUR 150 can lead to refusal or cancellation.
The means test is read from Cabinet Regulation No. 225, which still cites the 2002 law's board-member ground: twice the previous year's average monthly gross wage when the stay is for employment or business. The Central Statistical Bureau's 2025 average was EUR 1,815, so the 2026 figure used here is EUR 3,630 a month. The document-review fee is EUR 160. USD figures use the ECB reference rate of 8 October 2026, 1 EUR = 1.1186 USD.
Permanent residence is five years of continuous stay, A2 Latvian and a culture and history course. Naturalisation is five further years counted from the permanent residence permit. A tax resident is taxed on worldwide income at 25.5 percent up to EUR 105,300.
