Residence permit for a person from outside the EU, EEA or Switzerland who starts a business in the Netherlands or works there as a self-employed artist. The business must serve an essential Dutch interest. United States and Japanese treaty applicants, and the one-year start-up permit, are separate records.
The Netherlands Enterprise Agency scores personal experience, the business plan and added value for the Netherlands. Essential interest is at least 30 points on each part, or at least 45 points on experience and 45 on the plan when added value is below 30. Turkish nationals are outside that points system. A self-employed artist is assessed on advice from the Ministry of Education, Culture and Science. A freelancer needs one or more commissions in the Netherlands. A listed individual healthcare profession needs BIG-register registration. A degree is evidence in the points test, not a condition of its own. From 1 July through 31 December 2026 the profit norm is €1,766.77 a month including holiday allowance. The stored annual figure is twelve times that amount, €21,201.24. The IND does not publish a separate annual norm. At the ECB rate on 9 October 2026, €1 = $1.1206, the monthly figure is about $1,980 and the year about $23,758. The eighteen-month income history does not apply to a first grant. A partner or child application looks at expected income in the business plan. Sponsoring a partner uses €2,337.00 a month without holiday allowance, or €2,523.96 with it. There is no extra amount per child. The fee is €423, about $474, including a change from the start-up permit. Turkish nationals pay €85 for work purposes. Citizens of San Marino and Israel pay nothing. A partner's application is €254, about $285, and a child under 18 is €85. The first permit is at most two years. Each extension is at most five years. The decision period is 90 days, and the IND can add up to six months when it asks the Enterprise Agency or the culture ministry for advice. Most nationalities apply for the MVV and the residence permit at a Dutch embassy or consulate. Nationals of Australia, Canada, Japan, Monaco, New Zealand, South Korea, the United Kingdom, the United States and Vatican City, and people who already hold a Dutch residence permit, can apply in the Netherlands. The card allows self-employment. Paid employment needs a work permit. Family members' cards allow work without one. After five years of lawful residence the holder can apply for permanent residence, and for naturalisation with A2 Dutch. Adults ordinarily renounce the other nationality. Residents are taxed on worldwide income. Box 1 in 2026, below state-pension age, is 35.75 percent up to €38,883, 37.56 percent up to €78,426 and 49.50 percent above that. Someone who lives or works in the Netherlands takes out Dutch basic health insurance.
