Decree No. 2025-539 sets the €30,000 financing floor. The Ministry of the Economy must find the project real and serious before the visa or card. The card lasts up to four years and authorises the commercial activity linked to the project. The spouse and minor children can hold a "talent-famille" card. The first card is €350. This is not the innovative-project French Tech route and not the one-year entrepreneur/profession libérale card.
