Temporary residence permit for a non-EU, non-EEA and non-Swiss shareholder or sole proprietor whose business in Estonia is meant to contribute to the economy. A shareholder invests at least EUR 65,000. A sole proprietor invests at least EUR 16,000. The start-up and large-investor routes are separate permits.

Legal income is six times the 2026 subsistence level of EUR 220 for each month in Estonia, so EUR 1,320 a month, shown for the six months before the application. The state fee is EUR 350 in Estonia and EUR 380 at a foreign representation. An extension in Estonia is EUR 350. A joining family member on the ordinary temporary-residence fee pays EUR 225 in Estonia and EUR 255 abroad. The spouse page states a family income test of double the subsistence level, EUR 440 a month. USD figures use the ECB reference rate of 8 October 2026, 1 EUR = 1.1186 USD. The permit is issued for up to five years and may be extended for up to ten years at a time. The Police and Border Guard Board decides within 90 days, and the card follows within 30 days. The holder must settle in Estonia and register a place of residence. This route is inside the annual immigration quota of 0.1 percent of the permanent population. Citizens of the United States, Japan and the United Kingdom are outside that quota on any basis. Medical-expenses insurance must cover at least EUR 6,000 per insurance year until the holder is insured under the Health Insurance Act. The business plan is in Estonian or English and covers the next two financial years. On extension, annual sales of at least EUR 200,000, or monthly social tax at least equal to social tax on remuneration equalling fivefold Estonian annual average gross wages, may replace the EUR 65,000 capital test. Long-term residence is five years on a residence permit, with absences of no more than six consecutive months and ten months in total. Citizenship is the ordinary eight-year route, with B1 Estonian and release from any other citizenship.
