National long-stay (D) visa for remote work, not a residence permit. Third-country nationals qualify if they are employed by an employer registered in an OECD member state, or are registered as self-employed in an OECD member state, and can do that work from Latvia. The applicant's citizenship does not have to be an OECD country. Citizens of the Russian Federation cannot request this visa. EU, EEA and Swiss citizens do not need it. PMLP states the income test as 2.5 times the previous year's average monthly gross wage: EUR 4,538 a month (Central Statistical Bureau: EUR 1,815 for 2025). Employees must have been with that employer for at least six months. The visa gives no right to employment in Latvia. Health insurance valid in Latvia and the Schengen states must cover at least EUR 42,600. The passport must be valid for at least three months after the requested visa and have two blank pages. The state fee for a category D visa is EUR 90 (about USD 101 at the ECB reference rate of 1.1186 on 8 October 2026; the 9 October rate was not published yet). It is EUR 180 if the application reaches the Office of Citizenship and Migration Affairs less than three working days before the applicant's lawful stay ends. There is no separate dependent fee: the visa has no family category. The visa is issued for up to one year and may be requested once more for up to one year. After the second visa ends, no new long-stay visa on the same ground for six months. A decision is taken within 15 days, or within 60 days if further checks are needed. It does not itself lead to a residence permit or citizenship. Residents are taxed on worldwide income. In 2026 the standard rate is 25.5% on annual income up to EUR 105,300 and 33% above that, plus 3% on income above EUR 200,000. Tax residency also arises from a declared address in Latvia, not only from 183 days.
