Temporary residence permit of up to two years for a visa-exempt foreigner who has reached Latvia's pension age and has sufficient means. The statutory pension age in 2026 is 65. Russian and Belarusian citizens cannot use this ground. The permit can be requested again. It does not include a work right.
Article 27(1)(34) of the Immigration Law requires three things together: entry under a visa-waiver agreement, sufficient means, and Latvia's pension age. The State Social Insurance Agency says that age is 65 in 2026, with at least 20 years of insurance for a Latvian pension. This permit does not require a Latvian pension, only that age. Cabinet Regulation No. 225 still ties the old pensioner ground to personal regular income of twice the previous year's average old-age pension. That euro amount is not stored, because the published 2025 averages do not agree. The document-review fee is EUR 160, about USD 179 at the ECB rate of 8 October 2026, 1 EUR = 1.1186 USD. The permit is not on the unrestricted-employment list. Family members may request a permit for the same term. Permanent residence is five years of continuous stay with A2 Latvian and a culture and history course. Naturalisation is five further years from the permanent residence permit. A tax resident is taxed on worldwide income.
