Permanent residence issued at a Mexican consulate to a retiree or pensioner. The July 2025 visa guidelines require a pension, free of tax, greater than 1,140 days of the UMA in each of the last six months, or an average monthly balance equal to 45,850 days of the UMA over the last twelve months. At the 2026 daily UMA of MXN 117.31, those floors are MXN 133,733.40 a month and MXN 5,378,663.50. The holder does not pass through temporary residence first.
The pension must be greater than 1,140 days of the UMA. Employment income does not satisfy that test. The savings figure is an average monthly balance over twelve months. The annual amount is twelve times the monthly pension floor. Dollar figures use the Banxico FIX of MXN 18.1128 per USD determined on 8 October 2026. San Diego's 2026 sheet asks for a pension of USD 7,560 a month or an average balance of USD 303,880. The national guidelines set no minimum age. The consular visa fee is USD 56 per applicant. The visa is one entry and is used within 180 days. Within 30 calendar days of entry the holder obtains the permanent resident card. The institute's 2026 sheet prices that card at MXN 13,579, or MXN 6,789 where the 50 percent reduction applies. The residence itself is indefinite. A spouse or partner is admitted as a temporary resident for two years and can then request permanent residence if the relationship continues. Parents, minor children, and minor siblings can be admitted as permanent residents. Each family member sponsored from a permanent-resident visa adds solvency of 220 days of UMA, about MXN 25,808.20 or USD 1,425. Article 52 of the Migration Law includes permission to work for pay. Naturalization generally takes five years of residence, a Spanish exam, and an express renunciation of the other nationality.
