Two tracks share this permit. The first is nomination for, or receipt of, a listed exceptional award. The second is the minimum criteria set by the Ministry of Culture or the Ministry of Sports. Both need proof the applicant can support life in Saudi. The Center requests the ministry letter itself. The award list and the second-track criteria are not published as numbers, and neither is a riyal savings floor. The SAR 4,000 fee is about USD 1,067 at the SAR 3.75 peg. Renewal once, for five more years, needs the financial showing and 30 months in Saudi during the term. Permanent residence needs those conditions plus a ministry endorsement. The primary holder is exempt from Nitaqat. Culture covers film, architecture, design, visual arts, culinary arts, heritage, museums, music, theatre, fashion, libraries, literature, publishing, and translation. Sports covers the disciplines named by the Ministry of Sports, including football and athletics.
