C5 is an ordinary short-term visa for a person who enters for tourism and may carry out activity only for a non-resident, where that activity relates to the non-resident's activity outside Georgia. The same category is issued to the spouse and to minor children. It is not a residence permit and it does not authorize work for a Georgian employer or Georgian clients. That foreign-client activity is also outside the Law on Labour Migration, so this visa is not a right-to-work permit. The electronic visa is issued only through the e-VISA portal, only to an applicant who is abroad, for five years with multiple entry, and with a right to stay for one year. The one-year count starts on the first border crossing on that visa. A new C5 cancels the previous one, and the new one-year count starts on the first crossing under the new visa. There is no published cap on how many replacement visas a person may receive. A refusal based on immigration policy does not have to be explained and cannot be appealed. The Consular Department issues it only with the agreement of the State Security Service. The state fee for reviewing the application is USD 300. No income or savings figure is published. The portal's general e-visa list asks for a photograph, a passport scan, a supporting document, proof of the purpose of travel, accommodation, a return ticket, travel insurance, and proof of funds. The stored processing times are working days: the visa is issued on the fifth working day, or the decision is made within ten working days if more checks are needed. Tax follows the ordinary territorial rules described on the visa-free record, not a C5 regime.
