Discretionary residence under article 21(8) of the Migration Law, given rules by Acuerdo Ministerial 374-2025. One gate is for people who cannot meet an ordinary category but can show at least half of it: US$1,250 a month of income, US$750 a month of foreign pension, or a US$25,000 investment. Those amounts are alternatives. Other gates cover lapsed long stays, workers with two years of legal residence, and humanitarian or special family cases. The Secretariat may accept, refuse or archive the file.

Signed on 29 July 2025 and published in La Gaceta No. 36,924 on 23 August 2025. The economic gate uses the documentation and fee of the ordinary category the applicant falls short of, which is US$300 for rentista, pensionado and investor. The lapsed-stay gate uses the inmigrado tariff: US$300 for Central Americans, US$400 for Ibero-Americans and US$500 for other nationalities. The worker and humanitarian gates use the article 21(6) tariff of US$200. The worker gate needs two years of continuous legal residence, an existing work authorization, and an employer certificate on the 90 percent Honduran-staff and 85 percent Honduran-payroll rules. The humanitarian gate needs 120 days of continuous legal residence. The rentista and pensionado income-tax exemption does not apply to this category. The Secretariat was instructed to publish a simplified checklist. That checklist was not found.
