Notes

Royal Oman Police Decision 87/2026, published in Official Gazette 1653 on 21 June 2026 and in force the next day, rewrote the owner visa and the owner residence. The owner visa is sponsor-free, covers the legal representatives of a corporate owner, and must be used to enter Oman within three months. The owner residence covers a registered unit or a unit whose registration is incomplete. Spouse and accompanying relatives lose their residence if the owner's title is transferred. A separate multi-entry visa, not this residence, lets a buyer of land prepared for construction, or of a unit not yet registered, stay up to three months at a time. The Gov.om service and the police visa page still describe a two-year residence visa for a built residential unit in an integrated tourism complex, fee OMR 50. Decision 87/2026 does not set a duration, a fee, or an integrated-tourism-complex limit. The two-year term and the OMR 50 fee are the latest published service figures. OMR 50 is about USD 130 at the Central Bank peg of USD 2.6008 per OMR. The same OMR 50 is the published fee for a spouse or first-degree relative to join the owner. Gov.om says the applicant must be outside Oman, must not hold another visa, and must have a commercial register. The commercial-register condition is not in Decision 87/2026 or on the police visa page. The police page says the visa is renewable for as long as the property stays in the foreign owner's name. This is not the Golden Residency property route, which requires a ready-made unit in an integrated tourism complex at OMR 200,000 and grants 10 years. There is no personal income tax in force. Royal Decree 56/2025 starts a 5% tax above OMR 42,000 on 1 January 2028. Ordinary naturalization is a separate 15-year process under Royal Decree 17/2025 and is not part of this visa.
