Renewable 10-year residence for foreign investors. The minimum is OMR 200,000 through one of seven routes: a company, a ready-made unit in an integrated tourism complex, government development bonds, Muscat Stock Exchange shares, a fixed deposit at a local bank, a business employing at least 50 Omani nationals, or nomination by a company under the Foreign Capital Investment Law. The Ministry of Commerce, Industry and Investment Promotion runs the programme. The Royal Oman Police issues the investor visa.

Invest Oman launched the programme on 1 September 2025. Family members are included. The ministry says there is no limit on the number or age of family members, and Royal Oman Police Decision 234/2021 covers a spouse and first-degree relatives. Holders may own property outside integrated tourism complexes, use special immigration lanes, and employ up to three domestic workers. The residence does not grant citizenship. The published fee for a 10-year investor visa is OMR 500, stored as USD 1,300. Invest Oman rounds OMR 200,000 to about USD 520,000. The Central Bank of Oman peg, unchanged since 1986, is USD 2.6008 per OMR, which is USD 520,160. That is under 10% from the stored USD 520,000, so the investment conversions were left as Invest Oman states them. The visa-fee conversion uses the peg and is rounded to the nearest dollar. There is no personal income tax in force. Royal Decree 56/2025 introduces a 5% tax on taxable income above OMR 42,000 from 1 January 2028. Ordinary naturalization under Royal Decree 17/2025 needs 15 years of continuous lawful residence, with no more than 90 days abroad in a year, Arabic reading and writing, and written renunciation of other nationalities. Combining Omani nationality with another nationality needs a royal decree. Working in the invested company needs a separate labour licence. A newspaper account of the 31 August 2025 Salalah presentation adds conditions the ministry pages do not repeat: the company is at least one year old, bonds have at least two years left to maturity, the deposit runs for five years and renews in five-year blocks, and the property route needs a title deed. Those conditions are not stored as fields.
