Twenty-year social visit pass, renewable afterwards in five-year periods. The principal is at least 25, places USD 1 million on fixed deposit with a licensed Malaysian bank, and buys a home in Malaysia for at least RM 2 million. Business and employment are allowed. From 25 to 49 the household must be in Malaysia for 90 days a year. From 50 there is no minimum stay.

The one-off participation fee is RM 200,000 for the principal and nothing for dependents. The Ministry overview also charges RM 5,000 to process the principal and RM 2,500 for each dependent. Dollar figures use the Bank Negara 11:30 midpoint on 9 October 2026, RM 4.0835 per USD. Offshore-income tests for this tier have been dropped. This is the only federal tier that permits business, investment and career activity, and the only one that allows a foreign maid. Children aged 21 to 34 must be single and unemployed. A disabled child has no age limit. Parents and parents-in-law may join. After the twenty-year term the pass renews every five years for RM 5,000, with a current passport, a medical report and health insurance. During the term, a passport sticker is reissued for a visa fee of RM 0 to RM 50 and a pass fee of RM 500 a year. The pass does not lead to permanent residence or citizenship.
