Same B.5 permit as the high-demand tier. Article 100(2)(b) of Law 5038/2023 sets EUR 400,000 for the rest of the country. Euboea is treated as an island, so it uses the EUR 800,000 tier when its population is above 3,100. The nationwide EUR 250,000 change-of-use and listed-building routes are a separate record. Fees, family, absence, work and citizenship rules match the high-demand record. The residence-permit fee is EUR 2,000 plus EUR 16 to print the card. The stored $2,300 remains within 10% of the 8 October 2026 ECB rate.
