Open. The Ministère accepts applications at any time and sets no maximum. Conditions page last updated 6 August 2026; the applying page, including the 2026 fees, was last updated 22 December 2025. Management experience must be at least two years in the five years before the application, excluding payday lending and sex-industry businesses. Net worth of CAD 2,000,000 may be shared with the accompanying spouse or common-law partner and excludes donations received in the six months before filing. Lawful origin must be shown for the applicant and the included spouse. Education is a Quebec secondary-school diploma equivalent, or a full-time program of at least one year equivalent to a vocational or college attestation. A university degree is not required. Spoken French must be at least level 7 on the Échelle québécoise. Results must be under two years old. Accompanying family members aged 16 (spouse) or 18 (children) also need the Quebec values attestation within 60 days of the request. Within 120 days of the Ministère's request, the participating financial intermediary invests CAD 1,000,000 for five years and pays CAD 200,000 to Investissement Québec Immigrants Investisseurs inc. The government guarantees the placement. The intermediary repays CAD 1,000,000 without interest within 30 days after the term. The contribution is not repaid. USD equivalents already on the record (CAD 2,000,000 ≈ USD 1,460,000; CAD 1,000,000 ≈ USD 730,000; CAD 200,000 ≈ USD 146,000) were left in place: at the Bank of Canada rate of 8 October 2026 (1 USD = 1.4240 CAD) they have drifted about 4%, under the 10% update threshold, and the local amounts did not change. The Quebec selection fee from 1 January 2026 is CAD 18,241 for the principal applicant and CAD 0 for the spouse and each dependent child (CAD 17,875 until 31 December 2025). It is not refundable. At 1 USD = 1.4240 CAD that is about USD 12,810. After the Certificat de sélection du Québec, federal business-class fees from 30 April 2026 also apply: CAD 1,895 processing plus CAD 600 right of permanent residence for the principal applicant (CAD 2,495), CAD 1,590 for an accompanying spouse including that fee, and CAD 270 per dependent child. Those federal amounts are not in `application_fee_usd` or `dependent_fee_usd`. Process: if the other conditions are met and the investment is confirmed, Quebec issues a notice of intent to select. The open work permit application must be filed within six months of that notice. IRCC issues it for up to three years, or until the passport expires if sooner, and allows one extension of up to two years once the person holds the Certificat de sélection du Québec, lives in Quebec, and has not yet passed the federal completeness check. Within two years of the work permit, the household must spend at least 12 months in Quebec, of which the principal applicant must personally complete at least 6 months. `min_stay_days` stores 365 as that 12-month household stay. There is no published number of years from filing to permanent residence, so `years_to_pr` is empty. IRCC's processing-time file of 3 September 2026 says "About 75 months" for Quebec business class as a group (about 3,700 people waiting). That is stored as 2,281 days and is the federal stage, not the Ministère's own selection time. Citizenship is federal: 1,095 days in Canada in the five years before applying, at least 730 of them as a permanent resident, and CLB 4 or NCLC 4 speaking and listening for ages 18 to 54. Canada allows dual citizenship. A dependent child is under 22 and unmarried, or 22 or older only if unable to be financially self-supporting because of a physical or mental condition since before 22. The conditions page does not state a numeric minimum age; `min_age` remains 18.
