Foreign adults can obtain legal citizenship after 5 years of habitual residence without family constituted in Uruguay, or 3 years with qualifying family constituted there. Applicants must also show good conduct, a qualifying means of life, permanent authorization to reside, and the ability to understand and express themselves in Spanish. An absence exceeding six consecutive months resets the residence period. The application is made in person to the Electoral Court and is free.

The three-year period applies to a person with qualifying family constituted in Uruguay, not automatically to every married person or parent of a Uruguayan child. The Electoral Court's Circular 11,376/2022 defines qualifying family as a spouse, court-recognized concubine, children, parents, or siblings living in Uruguay and dependent on the applicant. Both the three- and five-year routes require habitual residence and means of life; permanent residence authorization is documented. Departures may not exceed six consecutive months; if they do, the residence period starts over upon re-entry. The applicant must be at least 18 (or turn 18 by the next departmental and municipal election), demonstrate good conduct, submit proof of a qualifying means of life, and understand and express themselves in Spanish if their language is not Spanish. Police background information is obtained by the Electoral Court; applicants are told not to obtain the police certificate themselves. The procedure is free and in person. The official sources do not state an end-to-end processing estimate. Legal citizens wait three years after the carta before exercising the rights that require civic registration. Uruguay distinguishes legal citizenship from natural citizenship.
