Temporary Stamp 0 permission for a non-EEA person of independent means who wants to retire to Ireland. The published income test is €50,000 a year per person, in pension income or readily accessible funds, plus a lump sum for a major expense. The holder cannot work, run a business, or use public hospitals, and must hold private medical insurance.
The retirement page, updated 25 June 2026, asks for an individual income of €50,000 a year and a lump sum equal, for example, to the price of a home in Ireland. It does not set a euro figure for that lump sum, and it says investment sums are not normally counted. Finances must be certified by an Irish accountancy firm. There is no published age minimum. A first application made from inside Ireland is not accepted. The June 2026 independent-means form is filed on the Immigration Service Delivery customer portal. The retirement page still gives a postal address at Burgh Quay. Visa-required nationals who are approved must then obtain a D-Reside visa before travel. On arrival the landing permission is up to 90 days, and the Stamp 0 must be registered in that time. The permission lasts for the period in the Minister's letter. Private insurance must cover 12 months, or the whole stay if that is shorter. The average processing time stated on the page is four months. Renewals use the Stamp 0 renewal form on the same portal. The only published charge found for this permission is the Irish Residence Permit registration fee of €300 per person, set by S.I. No. 421 of 2025. No separate fee is printed on the independent-means form. The stored $336 is that €300 fee. A spouse or child is not included, and the renewal declaration says a family member may not join on the basis of this residence. Someone else who wants to live in Ireland must qualify alone. Elderly dependent relatives and visiting academics are different Stamp 0 uses and are not this record. Stamp 0 cannot be counted toward Stamp 5, without condition as to time. On 7 September 2026 the Minister of State said time on Stamp 0 is currently reckonable for citizenship. Naturalisation still requires one continuous year immediately before the application and four years in the preceding eight, good character, and an intention to go on living in Ireland. There is no language test. A package of citizenship amendments was approved by Government on 26 November 2025 and was not law on 7 September 2026; the Minister said draft proposals would go to Government and did not say that Stamp 0 had already been excluded. The June 2026 form's cover line says the permission is to "live and work". The stamp conditions, the retirement page and the renewal declaration all prohibit work, a business and a profession. Those conditions are the ones stored here. The holder must live in Ireland continuously. No annual day count is published. Public hospitals and state benefits are excluded. Private insurance must include full private-hospital cover. A police clearance certificate and a health declaration are required. A resident who is not Irish-domiciled is taxed on Irish-source income and on foreign income and gains remitted to Ireland. Income tax in 2026 is 20% and 40%. At the ECB reference rate of 8 October 2026, €1 = $1.1186, so €50,000 a year is about $55,930 and the €300 registration fee is about $336. Ireland is not in Schengen.
