National visa for a non-EU national who will settle in Italy and live on their own means, without working. Consular checklists in 2026 ask for at least EUR 31,000 a year from pensions, annuities, property or a stable business. Employment income does not count.
The 2011 visa decree sets the legal test as ample, stable resources, reasonably expected to continue, and not below three times the annual amount in Table A of the Interior Ministry directive of 1 March 2000. It does not print a euro figure. Tashkent in March 2026 and Adelaide in June 2026 both tell applicants to prove at least EUR 31,000 a year. The monthly figure is that annual amount divided by 12. There is no separate pension floor and no age test beyond adulthood. The visa lasts from 91 to 365 days. The holder needs a home in Italy, owned or leased. Tashkent requires health cover of at least EUR 30,000, including for the first month of the stay. The national visa fee is EUR 116. A spouse, minor children, and dependent adult children living with the applicant can receive the same visa if the means are also adequate for them. Work in Italy is not allowed. Becoming tax resident brings ordinary IRPEF on worldwide income. The optional art. 24-bis substitute tax is a separate election, not a benefit of the visa.
