Two-year residence permit, renewable for three-year periods, for non-EU nationals who invest in Italian government bonds, an Italian company, an Italian venture-capital fund, an innovative startup, or a philanthropic project. The lowest investment is EUR 250,000 in an innovative startup. The route is outside the annual work quotas.

One investment only; the routes cannot be combined, and money already invested does not count. The statute also requires proof that EUR 1,000,000 is available and transferable for the company, fund, startup and donation routes, or EUR 2,000,000 for government bonds. The investment or donation must be completed within three months of entry and kept for the whole permit, including each renewal. There is no cap on the number of renewals. The portal application is free. The national visa fee is EUR 116. For the first five years the holder is exempt from the integration agreement and from the ordinary continuity-of-stay rules. Russian and Belarusian citizens, including dual nationals with another passport, are suspended. A legal entity may apply through its legal representative if reciprocity is confirmed. Living in Italy brings ordinary IRPEF on worldwide income. The optional art. 24-bis substitute tax on foreign income is EUR 300,000 a year for a tax-residence transfer from 1 January 2026, plus EUR 50,000 for each family member. It lasts up to 15 years and does not cover Italian-source income. It is not granted by the visa.
