Permanent residence for a foreigner who invests at least US$200,000 in a Dominican company, in real estate, or in financial assets, and registers the investment. The first card is valid for one year. Later cards are valid for four years. A naturalization certificate requires two years as a permanent resident.

Decreto 631-11 article 55 and the DGM service page set the US$200,000 minimum, or the equivalent in pesos or another currency accepted by the Banco Central. Designated projects use a minimum set by the Executive. That figure is not published as a fixed amount, so it is not a separate route. Free-zone investments are certified by the Consejo Nacional de Zonas Francas de Exportación. The DGM file deposit is RD$42,000 and the CEI-RD deposit is RD$3,500, about US$744 together at the Banco Central buy rate of RD$61.1707 per US$1 on 8 October 2026. Dependents pay those same two deposits. The adult medical exam is RD$6,300 and is not in the fee. A residence visa (RS) comes from a consulate. The file is opened on the DGM portal and completed in person. Physical presence at the investment is not required, and trips do not by themselves interrupt the permit. Disposing of the investment revokes the residence. The investor service page says "Noventa (45) días laborables". The regulation and the pensionado and rentista pages say 45 business days, which is the figure stored. Income tax is the mixed system: Dominican-source income, plus foreign investment and financial gains. People who become residents are taxed on foreign-source income from the third tax year. Law 171-07 tax benefits apply to pensionados and rentistas, not to this investment. The naturalization certificate is not a six-month entitlement. Law 1683 article 1(c) still has a six-month ground for someone who has founded an industry or owns real estate. That is a separate naturalization article, not the residence rule.
